The output damage that the Rogue conjures up is predominantly controlled by the equipment since it scales with it. You may have noticed with other classes that use spells can simply rely on having high base damage. Unfortunately, this isn’t something that is afforded to the Rogue. So if your equipment isn’t up to scratch, it is going to be reflected in the damage you deal.
It is also rather hindered by the amount of rotation that you have to put up with. The abilities that the Rogue has means that you need to juggle a number of attacks and use them in the relevant situations. The Best Rogue Races to Use
